In fact, I KNOW I answered this exact question a few days ago from someone in Houston, TX.

No such thing as a teacup of any breed.
Well bred puppies cost $1000 minimum
16 year olds cannot legally purchase dogs.

If your FAMILY wants a tiny yorkie, go to http://www.petfinder.com and http://www.ytca.org to see if one is available in your area.

I'm sure there will be some backyard breeder or puppy mill willing to sell you a "teacup" Yorkie for under $200. It probably won't live longer than a couple weeks though, hope that's okay.

Smart and self-assured, the Yorkshire Terrier is a combination of endearingly small size and adventurous terrier spirit. The breed displays a range of personalities. Some are cuddly and perky, wanting nothing more than to follow in their people's footsteps throughout the day. Others are mischievous, outgoing, and into everything.

A Petfinder search for Yorkshire terrier puppies available for adoption in/near Houston came up with many results. Adoption fees are typically $75 to $125 and include spay/neuter, vaccinations, and sometimes microchipping.

Keep in mind that your parents will be the decision-makers as to whether or not you are able to get this puppy. Ultimately, it will be their money, their time, and their house that might get ruined by a rambunctious puppy. You should also consider gettting an adult or senior dog, as they are already housetrained and may even have basic obedience skills.

That link has the yorkshire terrier breed standard. The word "teacup" is not part of it. Anyone selling a teacup dog is scamming you, yorkies come in one size only. An undersized dog is an unhealthy dog.

That link also will direct you to reputable breeders in your area or rescues that will have yorkies. If you want a dog for under $200, adoption is your best bet.

there's no such thing as a "teacup" yorkie.

Yorkies come in ONE size only.. they are small enough at 7 pds or less.

The only way you can get one for that cheap is shelter or rescue http://www.petfinder.com

No shelter, rescue, petshop or reputable breeder will sell/adopt to someone under the age of 18, your parent/guardian would have to make the purchase, or at least be present.

Here's a great site for teacup puppies - I'm sure you can find what you want and under your price range too. Good luck.
