please explain to me why you think which one is best or explain how they react with other dogs/people/etc.
If you have one of these pets please tell me your experience with them ^_^
just an adding:
I want to have "2 dogs (prefer small/tiny dogs)" or maybe "1 dog with 1 cat" or "2 dogs with 1 cat" or just 2 dogs".
I don't have any experience with small/medium sized dogs (only a JRT) but from what I know about dogs, I think a Toy Poodle would be a great companion for your Papillon.
Terriers are harder to train and are much more stubborn than a lot of other breeds. You don't want your Papillon turning stubborn because of the influence the terrier will give your Papillon.
Yorkies are good with other animals but they are EXTREMELY hard to housebreak. They are also VERY fragile.
Chinese Cresteds are very active but also very fragile.
Be sure to do as much research as possible on either breed you consider.
Also, a cat would be great! I've got three kittens and they all get along now really well. If you were to get a cat, maybe consider two? Burmese are EXCELLENT cats and from my experience, by FAR the best breed of cat around.

I have had yorkies, they get along well with others.
I breed chinese cresteds and they also do well with others and are by far my favorite breed, very sensitive and tender hearted and playful. One is never enough!
Terriers can be more feisty and dominant, you would need to work with them to get them to get along with each other.
My personal experience with poodles is that they are more temperamental. You could ask a poodle breeder what she thinks about that combo.

From what I understand, Papillions are very good natured dogs and I would think because of that, they would get along with just about anything you brought into the house. I would take care and make sure that you introduce them slowly and calmly. But I bet in no time, they will be fast friends and playing together.

Of the dog breeds you have suggested (sorry, I can't comment on the cat), I would think the Toy Poodle would best match the energy level and intelligence of the Papillon – provided, of course, that both the Papillon and the Poodle are emotionally stable!

Chinese Crested is best, possibly the Tibetan. The Poodle and Yorkie will probably be too hyper and dominant for the more passive Paps. The cat would be fine too, I had 2 Paps and 5 cats under one roof with no issues.
Cresteds have the closest size and personality to the Pap, which is why I think it's the best match. Even better, get another Pap- they love being paired!! I hear Cavaliers have a similar temperment as well, have you considered those? I would check into them as well, or even a Bichon.
