You can buy a mini electric clipper for about 15 dollars, it runs off of batteries and is hand held and won't cut anything improtant.

Can't one person hold him while another uses scissors gently? If you want to groom a whole dog then clippers are you best choice.

clippers are safest. but usually unless you have a specfic breed and you wish to have his coat breed specific, then leaving it alone should be fine. otherwise, he will clean himself. when you bathe your dog, just wash that part like any other.
