ok the most important thing to watch for is the top line (hairline) if it's dark most likely he'll stay dark. Send some pictures or make a video I'd love to see him.

the top of his head has turned grayish blondish and his face is mostly dark blonde with some black.

Mr.Freckels is solid black ,but my other yorkie isn't.Some stay dark and usually you can tell or a good breeder would know by 3 month old.
