He is sort of a rescue thing so I don't have much info on him. But there is something I have noticed that he does alot and that is drag hin bottom on the floor as if to wipe something off and he is clean what could he be trying to do?
But if they have worms don't that show in thier feces? I havn't seen any.
He needs to have his anal glands expressed. Please take him to a vet or dog groomer for this. Some people try to do this at home with info found on the internet and instead end up causing more damage by rupturing the anal gland. Small dogs and obese dogs are more likely to not be able to empty their anal glands themselves. When a dog defecates, the anal glands will empty by themselves, but if they don't they just fill up and irritate the poor dog. They scoot their butts on the ground to try to relieve empty them.

When a dog drags their butt on the floor or the ground either they have worms or there is tissue that is up in the dogs rectum that gets swollen and itchy, kinda like when we get hymroids. When we get them it hurts and itches. Well a dog has to scratch it somehow. So, I would check it's butt to see if there are worms coming out. If it isnt the dog just has swollen tissue up there that itches.

Oddly enough, I took my mixed puppy to puppy kindergarten tonight and she did the same exact thing. The trainer told me she needs to have her glands expressed. That means emptying her bum fluids that have gotten caught. From what I understand you can do this at home (there's sites devoted to it) however I think I am going to leave it to the professional since it's really stinky and appearently you can get squirted in the face….uck.
Also, it could be a parasite.
