So basically you're looking for a poorly bred Yorkie from a backyard breeder… (I only mention this since you've already noted that you don't want a dog from the most likely viable decent option).
Check your local newspaper.

You can try petfinder.com, your local pound, the classified section of your local newspaper, a Yorkshire Terrier rescue group, or look for a reputable breeder in your area (certainly not going to be under $200, but always a good option to keep in mind).

Good luck finding a breeder selling a small pup for 200! If you happened to find one it will cost you thousands in the long run with being so small and over bred.

Like I said in your other question, you will NOT find a quality Yorkshire Terrier for under $200, and you certainly can't be picky when you can't invest the money into a well-bred Yorkshire Terrier for $800+. A shelter or Yorkshire Terrier rescue is your best bet at finding an inexpensive Yorkshire Terrier. However, they may not be purebred, or may not be within breed standards. That means they could be a Yorkshire Terrier on the larger end of the scale. Also, why does this Yorkshire Terrier HAVE to be small? The smaller they are, the more expensive they'll be when it comes to vet bills.
Please keep in mind that owning a dog is very expensive. You've got the expense of vet bills, supplies, food, etc. This all costs money, and you should look at spending $1,000 a year on that dog. Make sure you're financially capable of caring for a dog.

Find yourself a rescue that does Yorkies only or visit local shelters! No yorkie is going to cost under $200 and be a healthy dog. What your looking for only exists because of people who breed for profit in their back yard or people who own puppy mills. Neither groups should be doing this, it is a disgusting money grubbing industry!! Save a little life and rescue a furbaby, do not put money into the pockets of low life's!!

You're best bet at that price range is to look at the local shelter, and find a small mix that appeals to you. You are not going to find the small yorkie of your dreams for less than $1000.
